关于加强校园摩托车、电动自行车及各类非车辆代步工具交通安全管理的通知
全体师生员工：
为进一步加强校园交通安全管理，营造平安和谐的校园交通安全环境，根据《西安交通大学校园摩托车、电动自行车及各类非车辆代步工具管理办法》（西交保〔2022〕4号），现就开展校园摩托车、电动自行车及各类非车辆代步工具交通安全管理有关事宜通知如下：
1.对摩托车、电动自行车实施申请登记管理，师生员工可在“师生服务大厅”-“校园摩托车、非机动车登记申请流程”进行车辆登记，审批通过后，请尽快完成校园车辆识别卡领取，并按要求粘贴至指定位置以便入校查验。
2.各单位应严格把握摩托车、电动自行车申请登记审核条件，对确有工作通勤需求的教职员工车辆和因在校外住宿、确有通勤需求的学生车辆进行信息核对后，允许申请登记。
3.各类摩托车（含电动摩托车、燃油摩托车）不得在学校道路上骑行，摩托车入校后应在各校区指定停放点集中停放：
兴庆校区：南门西侧车棚、东南门南侧停放区、西南门北侧停放区、北门西侧停放区；
雁塔校区：财经主楼前停放区，医学北门南侧停放区；
创 新 港：东梧桐路南口停放区，东梧桐路北口停放区，务本路东口停放区（兵马俑塑像处），格非路西口停放区（格非路与西樱花路交汇处）。
4.在学校道路行驶的电动自行车应靠道路右侧顺向行驶，车速不得超过15公里／小时，禁止逆向行驶，禁止在人行道行驶，禁止违规载人，骑行时不得有使用手机、骑快车、相互追逐、急转猛拐、双手脱把、攀扶其他车辆等有碍交通安全的行为。
5.电动自行车停放时应按位顺向有序停放，不得乱停乱放、随意占道、堵塞消防通道。
6.各类电动平衡车、电动滑板车等非车辆代步工具不得在学校道路上骑行。
7.严禁从学生宿舍、办公室、教学楼、图书馆自习室、地下停车场等公共区域私拉乱接电源为电动自行车、电动平衡车、电动滑板车充电或将车辆蓄电池带回宿舍等公共区域充电。
8.摩托车、电动自行车校园车辆识别卡与师生个人信息绑定，严禁买卖、转赠、伪造识别卡。
平安有序、美丽整洁的校园交通环境需要大家齐心建设、共同维护。保卫部（处）将持续加强校园交通安全检查和巡查力度，及时处理违规现象。也请广大师生员工从自身做起，自觉维护校园交通安全秩序，共同传递文明校园新风尚，开创平安校园新局面。

Notice on Strengthening the Traffic Safety Management of Campus Motorcycles, Electric Bicycles and Various Non-Vehicle Transportation Tools
To all dear teachers and students,
In order to further strengthen campus traffic safety management and create a safe and harmonious campus traffic safety environment and according to the Management Measures for Motorcycles, Electric Bicycles and All Kinds of Non-Vehicle Transportation Tools on Campus of Xi'an Jiaotong University , the matters related to the development of traffic safety management on campus motorcycles, electric bicycles and various non-vehicle transportation tools are hereby notified as follows:
1. The university implements application registration management for motorcycles and electric bicycles. Teachers and students can register vehicles in the " Online Teachers and Students Service Hall" - "Campus Motorcycle and Non-motor Vehicle Registration Application Process". After approval, please get your campus vehicle identification cardas soon as possible and paste it to the designated location for entry inspection.
2. All units should strictly grasp the conditions for the registration and review of motorcycles and electric bicycles. The vehicles of faculty and staff who have real commuting needs for work and the vehicles of students who have real commuting needs due to off-campus housing are allowed to apply for registration.
3. All kinds of motorcycles (including electric motorcycles and fuel motorcycles) are not allowed to ride on school roads. After entering the campus, motorcycles should be parked at the designated parking spots on each campus:
Xingqing Campus: parking area on the west side of the south gate, parking area on the south side of the southeast gate, parking area on the north side of the southwest gate, parking area on the west side of the north gate;
Yanta Campus: parking area in front of the main building of Finance and Economics and parking area on the south side of the north gate of Medicine;
Iharbour: parking area at the south entrance of East Wutong Road, parking area at the north entrance of East Wutong Road, parking area at the east entrance of Wuben Road and parking area at the west entrance of Gefei Road.
4. When teachers and students drive electric vehicles on the school road, the vehicles should be on the right side of the road. The speed of the vehicle shall not exceed 15 km/h. No driving on the wrong side of the road and no driving on sidewalks. When riding, you must not use mobile phones, ride fast, chase each other, make sharp turns, take off handlebars and other behaviors that hinder traffic safety.
5. Electric bicycles should be parked in an orderly manner and shall not occupy the road randomly or block the fire escapes.
6. All kinds of electric balance vehicles, electric scooters and other non-vehicle transportation tools are not allowed to ride on the school roads.
7. It is strictly prohibited to charge any electric bicycles, electric balance vehicles and electric scooters from public areas such as student dormitories, offices, teaching buildings, library study rooms and underground parking lots. It is also prohibited to bring vehicle batteries back to public areas such as dormitories for charging.
8. The campus vehicle identification cards of motorcycles and electric bicycles are bound to the personal information of teachers and students. It is strictly prohibited to trade, transfer or forge identification cards.
A safe, orderly and beautiful campus transportation environment requires everyone to build and maintain together. The Security Department will continue to strengthen the campus traffic safety inspection and deal with violations in a timely manner. Teachers, students and employees are also invited to start from themselves, consciously maintain the traffic safety order on campus, jointly pass on the new trend of civilized campus, and create a new situation for a safe campus.
